Pasadena City Hall was finished in December 1927 by Bakewell & Brown — the same firm behind San Francisco City Hall — and it still photographs like a building in Europe. A domed tower, red-tiled cloistered arches, and a cast-stone Baroque fountain in a courtyard that stays quiet on a weekday morning. We shoot here constantly: intimate weddings, elopements, engagement sessions and the hour of portraits couples add on either side of a civil ceremony. It is one of the few Los Angeles locations where we already hold the photography permit.

The courtyard & fountain
The heart of the building: a cast-stone Baroque fountain ringed by cloistered arches and open to the sky. It is at its best in the first two hours after the doors open — soft light, no crowd, and space to move. Most first looks happen here.
The arcades & colonnades
Two hundred feet of arched, red-tiled walkway wrapping every side of the courtyard. Deep even shade and long repeating arches — the frame that makes a Pasadena City Hall photograph recognisable, and the reason we carry longer lenses here.
The tower, steps & stairwells
The dome reads cleanly from the north side and from the Holly Street steps. Inside, the stairwells give a tight graphic frame for portraits when the courtyard is busy or the weather turns — our favourite frame on the whole site.

The permit, before anything else
The City of Pasadena requires a permit for professional photography on City Hall grounds. We already hold one, so there is nothing for you to file, pay for or chase. If your date needs a fresh permit or a specific window, we deal with the city’s film office ourselves.
Arrival and first look
We meet you 20 to 30 minutes early, usually on the Garfield Avenue side — rings, flowers, the walk in, and, if you want one, a first look in the courtyard before anyone else is in it.
The ceremony
Whether you are marrying in the courtyard, at a county office beforehand, or with your own officiant, we work quietly and without flash. Guests get to stay guests.
Portraits, arch by arch
Then we work the building: fountain, arcade, tower side, stairwell, and the Holly Street steps if the light is right. One hour is enough for a full gallery. Two lets us add a nearby restaurant or a second Pasadena location.

Do we need a photography permit at Pasadena City Hall?

Can we actually get married at Pasadena City Hall?
Ceremony arrangements are made through the City of Pasadena, and they are separate from the photography permit. Your marriage licence itself comes from the Los Angeles County Registrar-Recorder/County Clerk and is valid for 90 days. Availability and fees change, so confirm both directly before you set a date.
What time of day photographs best?
Weekday mornings, in the first two hours after the building opens: soft light in the courtyard and almost nobody in the arcade. Late afternoon gives warm, low light along the west arches, and at sunset the dome silhouettes beautifully from the north side.
How long should we book?
One hour covers the courtyard, the fountain and the arcade. Two hours adds the tower side, the stairwells and a second location. A ceremony plus full portraits is comfortable in three.
Where do we and our guests park?
Public parking structures and metered street parking surround the building on Garfield Avenue and Holly Street. Street spaces fill quickly on weekdays, so we tell couples to plan on a structure and allow ten minutes to walk in.
Can we do an engagement session here instead of a wedding?
Yes, and many of our couples do — Pasadena City Hall is one of our most-booked engagement locations, and the same permit covers it. Couples often shoot here in the week before a courthouse ceremony elsewhere.
When will we get our photos?
Four to eight weeks, the same turnaround as every Lulan Studio wedding. Your gallery is hand-edited and colour-graded, delivered online at full resolution, and it never expires.
Can we add a videographer?
Yes. We are one team for photo and film, so even a one-hour session at City Hall can have a short cinematic film or a same-day edit.
