Orange County’s south county ceremony room
Most couples searching for a “Laguna Hills courthouse” are looking for the Orange County Clerk-Recorder’s South County Branch Office, inside the Laguna Hills Civic Center at 24031 El Toro Road. It is one of only three places in Orange County where the county performs civil marriage ceremonies — the other two are the North County office in Anaheim and the Old County Courthouse in Santa Ana. We photographed a courthouse wedding here on 31 July 2026, and the notes below come from planning and shooting that day rather than from a brochure.
Where the pictures actually happen
The ceremony room itself is small and quick. Almost every frame worth printing is made in the twenty minutes either side of it.
The ceremony room
A short civil ceremony — vows, rings, first kiss, and the signing. Guest numbers are capped, and on the July wedding we shot the photographer counted inside that cap, so we work as one quiet person in the room rather than a crew.
The civic centre grounds
Where the family photographs and the first real portraits happen: the walk out, the congratulations, the couple with immediate family, then the two of you alone. Ten minutes here is usually enough, and nobody has to get back in a car.

South Orange County gives you options within fifteen minutes — regional parks, gardens, a civic plaza, or the Crystal Cove stretch of coast if you want it. Our July couple specifically did not want beach photographs, and we built the route around that instead.
How a Laguna Hills courthouse wedding actually runs
This is the shape of the 31 July 2026 wedding we photographed here, and it is the shape we would suggest to you.
We arrive before you do
Roughly thirty minutes ahead: the building exterior, the sign, your arrival, immediate family gathering outside, and the quiet nervous minutes nobody remembers to photograph. No getting-ready coverage is needed for a day like this.
The civil ceremony
Short — vows, rings, first kiss, signing. Because guest numbers are capped and the photographer can count inside that cap, we work as one person, without flash and without directing. That is the whole technique here.
Family photographs, immediately
Straight out of the room while everyone is still together: couple with immediate family, couple with the guests who came, then the two of you. Fifteen minutes, done properly, before anyone drifts to their car.
One portrait location, then dinner
We move to a single nearby spot chosen for that afternoon’s light and for what you actually want — park, garden, plaza or coast. Four to five hours of coverage holds the ceremony, the family photographs, the portraits and a restaurant reception afterwards.
What Orange County actually requires
None of this is our process — it is the county’s. We have put it here because it is the part couples get wrong.
- Who marries you
- The Orange County Clerk-Recorder performs civil, non-sectarian ceremonies at three offices: the South County Branch Office in the Laguna Hills Civic Center, the North County Branch Office in Anaheim, and the Old County Courthouse in Santa Ana.
- Licence & appointment
- The marriage licence application and the ceremony appointment are both handled online through the county’s wedding system. Appointments cannot be booked by phone or in person at any office — worth knowing before you drive over.
- Ceremony fee
- The county publishes a $28 fee for a civil non-sectarian ceremony, separate from the licence itself.
- Guests
- The Clerk-Recorder currently publishes a maximum of twenty guests. The couple we photographed in July 2026 was working to a tighter room limit that counted the photographer inside it, so confirm the number for your own appointment rather than assuming.
- What you must bring
- Valid government-issued photo identification for both of you, and at least one witness. Both parties need to understand English or bring a translator.
- Rules change

The Clerk-Recorder publishes a maximum of twenty guests per ceremony. The couple we photographed in July 2026 was given a tighter room limit that counted the photographer within it, so ask what your specific appointment allows — and tell us, because it changes how we work the room.
Does our photographer count as a guest?
Sometimes. On the July 2026 wedding, yes. That is exactly why we send one photographer rather than a crew for a ceremony here, and why we do all the family and group photographs immediately outside instead.
How long should we book?
Four to five hours is the sweet spot: arrival and exterior frames, the ceremony, family photographs on the civic centre grounds, one nearby portrait location, and a restaurant reception afterwards. Two hours covers the ceremony and portraits only.
Can you photograph inside the ceremony room?
Yes, and we do it quietly — no flash, no directing, no moving around behind the officiant. The ceremony is short, so we work from one or two positions and let it happen.
Where do we go for portraits afterwards?
